Is 'piloting' projects a method for small organisations to work with larger bodies?

If the public sector are going to engage in much needed community engagement processes, they need to put aside some of their long-winded procurement procedures and work on a pilot project basis with smaller consultants that are already engaged in this process.

Unfortunately, until this process becomes fully mainstream, the suppliers best qualified to support the public sector have not got the patience or resources to go through cumbersome and lengthy tendering procedures. If the public sector is not flexible in this approach they will definitely lose out...

Would be interested in other suppliers views and experiences on this....
