Is Change Possible

Somewhat controversially, I would like to know whether it is in fact possible to unblock the seeming stagnation in respect of technology based public service delivery? Despite being aware of a plethora of commercial services on the web, my phone, etc nothing is available to me as a citizen. Why is that?
