Okay had my first taste of what i believe is a very unfair process - we were "invited" - this from a previous Public Sector client - to pitch for a large project under one of their sub-departments - that would be whittled down to 3 agencies for the 2nd stage interview.

If the public sector are going to engage in much needed community engagement processes, they need to put aside some of their long-winded procurement procedures and work on a pilot project basis with smaller consultants that are already engaged in this process.

George Osborne's speech http://www.conservatives.com/tile.do?def=news.story.page&obj_id=133558&speeches=1 is an insightful response by the Establishment to the threat posed to them by the ‘bottom up world’ of which the internet is a key component. It is certainly welcome that he acknowledges the power and potential of this tool, but it doesn’t seem to address the key issue at the heart of WT2 which is about how control also needs to be ‘bottom up’ and independent from the Establishment.

Is Change Possible

Somewhat controversially, I would like to know whether it is in fact possible to unblock the seeming stagnation in respect of technology based public service delivery? Despite being aware of a plethora of commercial services on the web, my phone, etc nothing is available to me as a citizen.

Tenders - giving up !

We decided to review our approach to public sector contracts this month, after several frustrating months of effort without reward.

 We have decided that responding "cold" to any tenders we see (from TenderAlert or Supply2Gov) is a waste of time and effort. Instead we are going to try to leverage our relationships with existing clients into neighbouring areas and to get out and about more to events and conferences.

As everything is moving online it's sensible to think about the integrity, security and provenance of critical information.

Corporates have been tackling this for some years now and have "good enough" solutions.  These are based on knowledge the user's identity and rights that is secured by some form of tightly-controlled token such as a smartcard.
